成员列表（监督员及以上）。

监督员需要看到成员才能执行禁言处罚，故放宽到监督员可见； 但「指派角色 / 永久禁用」等管理动作仍由各自的接口单独校验管理员权限。 邮箱属于隐私信息，因此不对普通用户开放。
