An instance-scoped operator read of cross-tenant metadata, and therefore itself audited — the audit model's default-deny rule refuses audited: none to instance-class operations. The event commits with the read.

Only orgs of this origin: the operator's filter for self-served (registration) orgs, pruned with the ordinary delete (#585 d9).
