List proficiency levels

List the proficiency levels configured for the company. Proficiency levels are read-only in this API and are referenced by numeric ID from /skill/proficiencyLevels on skill create and update.

Rate limit: 60 requests/min per tenant.

OAuth scope (app-user): job_catalog.skills:read.

IAM permission: Job catalog / Skills / View or Manage (company-scoped).
