Enterprise Checkout

Stage a bespoke enterprise offer and return a checkout link for the customer.

Creates a bespoke price at the negotiated amount with the payment provider, stages the limits on the workspace (no access yet), and opens a checkout billed to the workspace owner. The admin sends the returned URL to the customer; paying it fires the webhook that activates the plan.
