Metrics

Each line's steps waiting for a worker, in Prometheus text: Porter grows the main line's step workers by it (its workflow workers are fixed, so their wait is left out). Only inside the cluster: the ingress adds X-Forwarded-For to every request from outside, and a client can't strip it.
