Return the user's SCHEMA.md.

If the user has never PUT a schema, return an empty seed (content="", version=0) rather than 404 — SPEC §5.3 response shape is always a single object, and the spec text says this endpoint "must be called before storing memory", so 404 would force every AI client to special-case bootstrap.
