Organize Memories

Propose-only cleanup analysis for the dashboard "정리" button (#2).

Returns near-duplicate clusters, conflicting/needs-review memories, and low-value stale candidates. Never mutates — the user confirms each action client-side; applying reuses POST /consolidate + DELETE /{path} (Heirmos principle: AI proposes, user owns).
