Check prepaid credit balance

Returns the credit balance the authenticated key actually spends, and reading it spends none. For a credit-pack key (tier credits) it is the pack balance, consumed 1-per-call. For a free key it is the prepaid credits from /v5/credits/purchase, consumed 1-per-request on /v5/status and /v5/batch when the free tier limit is reached.
