Admin: run the daily record job now

Admin only. Requires MASTER_API_KEY in X-Oracle-Key. Takes no parameters and runs exactly the job the 0 9 * * * cron runs: builds every missing day up to yesterday UTC, in order, never today or later, and never rebuilds a stored record. A call with nothing to build says so (result: nothing_built).
