HO daily record: newest record, chain head, proof counts

Public. Once a UTC day Headless Oracle publishes a signed, hash-chained record of its own previous day. This index names the newest record, the chain head, counts of records, witness receipts and OpenTimestamps proofs (pending, complete, failed), any failed job steps, the signing key id and the dedicated witness key (JWK and RFC 7638 kid), how to verify it, and its limits. Each record is witnessed by Chirindo Witness, which is HO itself, and timestamped with OpenTimestamps; a proof becomes a Bitcoin attestation once the calendars confirm it.
