Get billing breakdown

Return per-(billing_project, user, resource) cost records for a date range. Billing managers (READ_ALL_BILLING_PROJECTS) see all records; other users see only rows where the user matches their own username. Costs are plain floats in USD. Rows with zero cost are excluded. The resource field uses internal resource names such as "service-fee", "compute/n1-standard/preemptible/us-central1", etc.

End date in MM/DD/YYYY format (inclusive). Required.
