`GET /v1/responses/{response_id}` — retrieve a stored response.

When ?stream=true is set, returns the persisted event log as an SSE stream (matching OpenAI's retrieve-with-stream behavior). The starting_after query parameter resumes replay from a specific sequence number so a client reconnecting after a disconnect picks up exactly where it stopped.
