Get aggregated statistics for all providers.

Returns current metrics including latency percentiles, error counts, token usage, and costs for all providers.

In single-node deployments, stats are derived from the local /metrics endpoint. In multi-node deployments with Prometheus configured, stats are aggregated from Prometheus queries.
