List existing showcase categories

Returns the distinct, alphabetically-sorted set of category labels currently in use across showcase tiles. Powers the curator-facing autocomplete so admins reuse existing labels instead of fragmenting the taxonomy with typos. Requires the h2ogpte/chat/manage_showcase permission.
