List approved WhatsApp templates

List the approved WhatsApp message templates for a phone_number_id.

Authenticate with the x-api-key header. Use the returned name and language values as template_name / language_code when calling POST /public/v1/whatsapp/send-template.

Templates are WABA-scoped — we resolve the matched phone's WABA (may differ from the org's primary WABA when phone_numbers entries override it) and target it.
