Pay for one reviewed live gift

Human only: A signed-in owner or admin does this in the browser at gtmswag.com. API keys and OAuth connections receive 403 HUMAN_APPROVAL_REQUIRED with a url to hand to that person. Same as POST /checkout for one gift. A gift paid from the balance refuses with 409 BALANCE_FUNDED. The body is validated first, so a key with an invalid body gets 400 before 403.
