Get the GST Cranes HTTP Message Signatures directory

Public read-only Web Bot Auth discovery resource. This endpoint publishes HTTP Message Signatures verification keys when GST Cranes has active outbound signers; it currently returns a future-not-before reserved public key with an expiry timestamp, without private key material or active outbound signing claims.
