Create job hiring manager

Assign a user as a hiring manager on a job. The user must already exist in your organization and have permissions on the job; assigning a hiring manager is the V3 replacement for the V1 PUT /jobs/{id}/hiring_team flow for the hiring-manager role. To remove a hiring manager, call DELETE /v3/job_hiring_managers/{id} with the row id returned here.
