List Api Keys

List API keys — admin only (fleet view).

v1.2.4 audit P0-1: list_api_keys is now in ADMIN_ONLY_TOOLS so non-admin callers are rejected by require_tool with 403 admin_only. Non-admin callers should use GET /v1/billing/keys for their own fleet.

When called by an admin, returns keys for ALL agents (fleet view) because ownership is bypassed for admin tier.
