Download tenant-scoped Enterprise audit evidence package

Returns a single JSON audit export package with manifest, JSONL evidence files, content-free file manifest, integrity hashes, tenant retention policy and download headers. It reuses tenant-scoped audit filters and keeps raw secrets, raw account ids and raw chat/message identifiers removed.
