List skills (LLM + API) for the caller's org

List skills owned by the org. When runtime_type is omitted we make two voice calls (one for llm, one for api) and merge the results, so the public surface always returns just the two allowed runtimes and never leaks workflows/scripts even if voice's filter logic drifts.
