List Org Users

Everyone in the organisation, with the role each of them holds.

The join between the identity provider's membership list and this org's own role assignments - which is the only place both halves appear together.

On the app's ungated sibling router, so no admin gate here either: the directory is what every owner and assignee picker in the product is built from, and settings:read OR team:read is the app's own bar for it.
