Dry run of the activation: what would be added and why the rest would be skipped. WRITES NOTHING.

will_add, and skipped split into suppressed (sequence enrollment only), already_member, conflicts (blocked by a rep limit), warned (409 on the real call; resubmit with conflict_resolution) and not_engager. The access checks still fail (403 or 404) exactly as the real call does.
