Suggest Pipeline

Generate an AI-suggested pipeline draft grounded in the org's global context.

Returns the draft dict (PipelineSuggestion shape) — does NOT persist. Charges credits at the g8_t2 (Sonnet) tier per call. On Anthropic API failure or empty global context, returns a generic target-appropriate fallback with context_sources: [].
