Get Issue Analytics Kpis

Bucketed KPI counters for a sent issue (opens, clicks, bounces, ...).

Honors the stale-flag pattern: a backend read failure returns HTTP 200 with stale=true and an empty kpis bucket rather than a 500, so callers can distinguish "genuinely zero engagement yet" from "read failed" without a try/except.
