Add Plan Personas

ADD personas to a persona-mode plan. Org admin only. Add-only: a persona is never detached from a live plan.

409 for a finished plan (completed, cancelled or draft) and for a MANUAL-alias plan, which has no personas to extend. The mailboxes a persona already got stay attributed to it. Spends nothing.

Open on purpose. These payloads are provider state and advisory reads whose contents grow with the product, and a dropped field reads as "nothing to report" rather than "we did not tell you". Every value passes through scrub_vendor_names on the way in.
