Auto Tag Inbox Chat

Ask the model to suggest tags for a chat.

org_id is OVERWRITTEN from the key's own principal whatever the body says. The app's ChatTaggingSuggestRequest carries an org_id field because the in-app caller already knows its tenant - accepting it from a client here would let a key name someone else's org in a request body.
