Choose how one site's id-less submissions are split into forms.

Applied at read time, so it regroups HISTORY as well as new traffic: the shape of the inventory changes under anything already pointed at it.

Open-shaped: the submission, mapping, group and audit payloads grow with the product, and a closed model here would silently drop what it does not name.
