Reinstate Suppressions

Bulk-reinstate contacts. Proxies the SAME handler the app's Suppressions grid "Reinstate" bulk action calls (contacts/router.py:1771). operator_reversible is recomputed server-side per contact; a contact whose only active suppression is contact_initiated or system is skipped and reported, never reinstated.
