Sleep an on-demand environment

Manually put an on-demand environment to sleep. Stops containers and sets sleeping = true. If no OnDemandWaker is available, falls back to DB flag only.

Estimated time (epoch millis) when the environment will go to sleep based on last activity + idle timeout. NULL when sleeping or on-demand disabled.
