List recent and in-flight operations

Changed on

Deployments, rollbacks, promotions, restores, backups and autofix runs the caller can see, newest first (created_at DESC, fixed). Finished operations older than 7 days are omitted; operations still in flight are always included. Redeploys are reported as deployment — no column distinguishes them.
