Public webhook endpoint. Authenticated via `X-Webhook-Token` header.

POST /api/agents/webhook/{webhook_id} Header: X-Webhook-Token: <secret>

The webhook_id in the URL is a short non-secret identifier (safe to log). The actual credential is the secret token in the header.

Accepts any JSON body, which is passed as user_context to the agent run.
