Create a release for a specific project (stub for sentry-cli compatibility).

sentry-cli calls this endpoint (instead of /organizations/.../releases/) when both SENTRY_ORG and SENTRY_PROJECT env vars are set. Behaves identically to the organizations endpoint but validates the project slug.
