List Scope Users

List human users with reader-or-higher control-plane access on a scope.

Direct owner tuples (account admins) are always included, even when ListUsers expansion would omit them. The response also carries a display name per organization referenced by users[].organizationIds so the sidebar org filter never has to fall back to a raw org_… id.
