Get Extraction Status

Whether any capture is still being extracted for this account (FR-3).

Lets /collected and the post-build success page show a truthful "still processing" state instead of an empty state that lies while the extraction pipeline is mid-run. processing is false whenever the pipeline is idle, so the empty state is what shows when genuinely nothing was captured.
