Check Agent Link Slug Endpoint

Check whether an agent-link slug is globally available (auth required).

Slugs are globally unique, so availability is not account-scoped; the auth dependency gates access without the handler needing the user object. Route declared before GET /{link_id} so the literal prefix wins over the int.
