Retrieve a paginated list of playbooks for your organization.

• Results are sorted by playbook creation time in descending order (newest first).
• updated_at reflects the latest version's update timestamp, falling back to its creation time, and finally to the playbook's own creation time when no version exists. (Because results are sorted by playbook creation time, this field is not monotonic across pages.)
• Soft-deleted playbooks are excluded.
