Commit a changeset

Builds one commit on the server from parents and path edits (write, delete, mode, rename; each with an optional expected-old object or absence) and moves a branch from its exact expected tip, under current push policy. No clone or pack is needed: cost scales with the change. 202 is a durable push receipt; a retry with the same requestKey and input rejoins it. A changed pinned path fails the job with a path conflict; a moved branch fails it with a conflict. Requires authenticated authority and enforces current resource policy.
