Rerun a workflow run

GitCafe Actions only (actwfrun IDs): starts a new run of a completed run's workflow at the same commit and answers with the new run. Every job runs again; failed-only and single-job reruns are not supported. Synced GitHub Actions runs (ghsuite IDs) cannot be rerun through this API; rerun them on GitHub using a GitHub workflow run ID, not a check suite ID. Requires authenticated authority and enforces current resource policy.
