Dub single-speaker audio (V21 development)

Development V21 only; production availability requires separate qualification. Source WAV PCM16 mono 16 kHz, 3–60 seconds, maximum 3 MiB. Optional source transcript skips ASR; optional output script skips translation. No alignment, background preservation or lip sync. Uses 200,000 credits per source-audio hour; source seconds round up. Poll the returned generation for its MP3 and transcripts.
