Update meter (incl. the default rating-rule binding)

Fields omitted are left unchanged. rating_rule_version_id sets the meter's DEFAULT rating rule — the rate applied to usage no dimension pricing rule claims (the remedy for silently-unbilled unmatched usage); pass an empty string to clear it. The rule must exist on the tenant.
