Get Meta Page ads volume (running ads, limit, remaining)

Meta enforces a per-Page ads limit (default 250 running/in-review). This endpoint returns the cached counters from MetaPage for the account's associated Page so callers can pre-check capacity before uploading a new batch of creatives.
