Steer agent plan

Have the agent rewrite a live plan on one line of guidance: a strategize turn changes what the guidance names, keeps every other step as written and commits a fresh plan over it. Asynchronous: item is the old plan, result.run the armed run. While it is written agent_work reads rewriting_plan and update_agent_plan is 409 plan_rewrite_in_flight. One step precisely: update_agent_plan. The agent's token is 403 (human_verb_only); 409 plan_not_editable once completed, superseded or canceled.

What should change, in one line, the way you would tell a colleague (no booking link yet, answer the question and ask about their carriers). Max 1000 chars. The agent changes what this names and keeps every other step as it stands.

step_idinteger nullable

The one message the guidance is about: the id of an unrun send_message step of this plan. The agent rewrites that message (and its intent) and keeps every other step, a counting wait included. 422 not_a_message_step otherwise. Omit = the whole plan.
