Create a table view

Create a saved view: a named, org-shared sort/filter/hidden-column bundle the client applies on top of the live table. Views never touch the table's display preferences, and creating one recomputes nothing.

is_default claims the table's default slot: the view a link naming none opens on, for a person with no last view of the table. At most one view per table holds it, so claiming it stands down the previous holder in the same transaction.
