Read a table published as a template

PUBLIC, no sign-in. Serves a table's SHAPE (its columns, their configuration, and what each column holds in words) when, and only when, its owner has turned on shared_as_template. A table that has not opted in answers 404 exactly as a non-existent one does, so an id alone reveals nothing. Never serves a row or a cell value.
