Stop all table runs

The global Stop Run action: flip every active run of the table to cancelling in one update. Running pages observe the flip within about a second and each workflow finalizes its run as cancelled. Answers already in the table stay; a cell still computing is dropped uncharged; remaining cells are skipped. Idempotent: an empty list when nothing was active.
