Request a phone verification code

Runs phone.requestOtp (public — the post-signup verify-phone flow). Sends a 6-digit SMS code to the E.164 phone and returns { verificationPublicId }. Rate-limited and suppressed numbers get the SAME response shape by design, so callers cannot enumerate which numbers are blocked.
