Cron Schedule Emails

Schedule pending queued emails with Brevo.

Called daily by Cloud Scheduler. Hands every queued email within Brevo's 72h scheduling horizon to schedule_template_email. Emails further out are left for the next tick to pick up as they slide into the window.

Each invocation produces one row in task_run_log.
