Updates the user's cerebral phone / US state / insurance provider on the user row when they differ from what was submitted at booking time. Called by the web booking flow only after a booking has actually been made. Only fields that genuinely changed are written (phone compared on national digits, state/insurance compared case-insensitively). When the phone changes, the Customer.io cerebral_phone attribute is refreshed too.
