Update Active Team Settings

Replace the active team's settings (insurance verticals + agent roster).

Scoped to the active team (X-Team-Id), so a founder in god mode writes the impersonated team's settings — exactly the team whose settings the UI shows. member+ can write; viewers are read-only.
